Paul Elmlinger is deputy general counsel of Franklin Templeton Investments where he heads the International Legal group and serves as Global Head of Public Policy. In this combined role, he manages the Firm's legal affairs outside the United States and the Firm's advocacy efforts globally. He also advises on a variety of global corporate matters including corporate governance and executive remuneration. He is a member of Franklin's Management Committee and is based in New York City.
Mr. Elmlinger has been active in industry groups for many years; he chaired the US Investment Company Institute (ICI) International Committee from 1996 to 2001 and the US Investment Advisers Association (IAA) International Committee from 2009 to 2012. He represents the Firm on the Leadership Council of SIFMA's Asset Management Group.
Mr. Elmlinger graduated magna cum laude from Dartmouth College and cum laude from Georgetown University Law. A "fun" fact: He worked on the very first UCITS (EU retail investment fund), launched in Luxembourg in 1989. He is a dual US - Irish citizen.
Mr. Elmlinger has served or serves on a variety of non-profit boards, including those of The Spence School and The Brick Presbyterian Church in New York City - where he is an elder. He has also served or serves in a variety of Dartmouth capacities including Dartmouth Alumni Council representative, Secretary and Alumni Magazine Notes editor and his class Executive Committee.
